For example, if a bull flag has a flag pole that ranges from 100 to 110, the measuring implications state that it has a flag pole height of 10 (110-100). With that in mind, you would measure the move based on a 10 point height.  Therefore, a break above 110 should result in a move to 120 (110+10). In this case, 30 is the target.

The term target can be applied to any pattern with measuring implications.
